New toolkit on HIV testing and counselling released online

9 July 2004 - HIV testing and counselling services are a gateway to HIV prevention, care and treatment. HIV/AIDS department's prevention, testing and counselling experts released today a new testing and counselling toolkit, online. The toolkit is designed to provide technical guidance and support to programme managers, implementers and their partners in developing new projects to scale up testing and counselling services.

The target announced by WHO in September 2003 of providing access of ART to three million people in resource-limited settings by 2005 and of working towards universal access requires many more millions of people to be tested for HIV and counselled in order to identify those who can benefit from immediate access to treatment and prevention and support services. Indeed, increased availability of ART likely to generate dramatically increased demand for HIV testing and counselling.
