WHO 'Preparing for Treatment Programme' (PTP)

The HIV/AIDS Department at WHO recognizes that engaging people living with HIV/AIDS (PLWHA) is essential in order to achieve the "3 by 5". PLWHA must:

  • know about HIV/AIDS disease, its treatment and the management of side effects (Treatment Literacy) for themselves and for the support of others in their community
  • be able to advocate for treatment and participate in public policy decisions related to HIV/AIDS (advocacy)
  • develop a social movement that engages with and complements the public health system (community mobilization)

What is WHO PTP?

In mobilizing expertise and infrastructure of people living with HIV/AIDS (PLWHA) within the global "3 by 5" initiative to boost HIV/AIDS treatment and prevention, WHO set up the ‘Preparing for Treatment Programme' (PTP) in July 2004. WHO called for global networks of PLWHA to submit proposals participating in an open tender for management of PTP. (web announcement) From over 140 enquiries, some 30 tenders were reviewed by a WHO panel and the Collaborative Fund for HIV/AIDS Treatment Preparedness was selected as the first community network to manage operation of the initial round of PTP activities.

In November 2004, WHO announced US$ 1 million grant to fund the programme. The Collaborative Fund is a partnership of the International Treatment Preparedness Coalition (ITPC), a global coalition of community-based treatment advocates and educators, and Tides Foundation, a U.S-based public charity with a long history of administrating small grants to community based organizations.

The contract is the first of what WHO hopes will be an ongoing process within the ‘Preparing for Treatment Programme’ with the aim of supporting additional community-based treatment preparedness activities and encouraging the sharing of best practices.

PTP also comprises a community-driven monitoring and evaluation system that is designed to help communities identify their achievements in a systematic way and to provide fast feedback to help improve current programmes. A contractor for these activities will be identified in the next few weeks.

Tides Foundation/Collaborative Fund

The Collaborative Fund for HIV/AIDS Treatment Preparedness is a community-driven funding mechanism to support HIV/AIDS treatment advocacy and education efforts in Africa, Asia, the Caribbean and Latin America, and Eastern Europe/Central Asia. In each funding region, the Collaborative Fund provides:
- Grants for community-based organizations for HIV/AIDS treatment advocacy and education projects; and
- Support for regional networks to share information, implement collaborative strategies, and provide technical assistance to grantees.

People living with HIV/AIDS are directly involved in all aspects of the Collaborative Fund activities. A Global Advisory Board, made up of community representatives from each funding region provides guidance and input in Collaborative Fund program development and priority setting.

Ways to participate: PLWA organizations

The grants-making process is at different stages in eight different regions:

Southern Africa

Southeast Asia (including China)

West Africa

Caribbean

East Africa

Latin America

South Asia

Eastern Europe (NIS countries)

Grants-making will be conducted in each of the eight funding regions in 2005. Funding priorities are set through regional planning processes developed by community members through the ITPC. Community Review Panels, comprised of community members from their respective regions will review grant applications and make all decisions about which organizations receive funding. People living with HIV/AIDS are involved in all aspects of decision-making.
