This document is the report from a consultation co-hosted by WHO and UNAIDS in Lusaka, Zambia between November 18 and 21, 2003. The meeting brought together more than 100 experts including people living with HIV/AIDS, treatment advocates, policy-makers, representatives of UN agencies, researchers, government officials, policy-makers, donors and NGOs involved in HIV/AIDS treatment, care and support. The purpose of the consultation meeting and the preparatory work by five working groups in September and October 2003, was to develop emergency technical and operational recommendations to guide the scaling up of antiretroviral therapy (ART) for people living with HIV/AIDS in resource limited countries.
