Criteria and principles for secondments from nongovernmental organizations, philanthropic foundations and academic institutions

In accordance with operative paragraph 3(8) of resolution WHA69.10 concerning the Framework on Engagement with non-State actors, the Director-General was requested, to develop, in consultation with Member States, a set of criteria and principles for secondments from nongovernmental organizations, philanthropic foundations and academic institutions and to submit the criteria and principles for the consideration of and establishment by, as appropriate, the Seventieth World Health Assembly, through the Executive Board, taking into account, amongst others, the following identified issues:

  • Specific technical expertise needed and excluding managerial and/or sensitive positions;
  • The promotion of equitable geographical distribution;
  • Transparency and clarity around positions sought, including public announcements; and
  • Secondments are temporary in nature not exceeding two years.

In respect of the above, the Secretariat has developed a document containing proposals for electronic consultation. Kindly note that only comments from Member States will be considered in this consultation.

Open-Ended Intergovernmental Meeting on the draft framework of engagement with non-State actors (25-27 April 2016)

In accordance with the operative paragraph 1 of the Executive Board decision EB138(3), the Open-ended Intergovernmental Meeting (OEIGM) will be re-convened from 25 to 27 April 2016, for a final session the to finalize the draft Framework of engagement with non-State actors, in order to submit a consensus text and a draft resolution to the Sixty-ninth World Health Assembly through the Programme, Budget and Administration Committee.

Open-Ended Intergovernmental Meeting on the draft framework of engagement with non-State actors (from 7 to 9 December 2015)

In accordance with operative paragraph 2.1 of the World Health Assembly resolution WHA68.9, an open-ended intergovernmental meeting on the draft framework of engagement with non-State actors was convened from 8 to 10 July 2015. Since this meeting could not conclude its work, it will be re-convened based on the same agenda to finalize the draft framework of engagement with non-State actors from 7 to 9 December 2015 at WHO headquarters, in Geneva. As the agenda was approved without modification, the word “draft” should be disregarded.

Open-Ended Intergovernmental Meeting on the draft Framework of engagement with non-State actors (8 to 10 July 2015)

The 68th World Health Assembly welcomed the important progress made towards consensus on the draft Framework of Engagement with non-State actors, particularly on its introduction, rationale, principles, benefits of engagement, risks of engagement, non-State actors, types of engagement and types of interactions. It has requested the Director General to convene an open-ended intergovernmental meeting on the draft Framework of engagement with non-State actors in 2015 and to submit the finalized Framework of engagement with non-State actors for adoption to the 69th World Health Assembly through the Executive Board. In accordance with the Resolution WHA68.9 on the Framework of engagement with non-State actors, the Director General has also been requested to develop the register of non-State actors in time for the 69th World Health Assembly.

In accordance with operative paragraph 2.1 of the World Health Assembly resolution WHA68.9, the Director-General has been requested to convene as soon as possible, and no later than October 2015, an open-ended intergovernmental meeting to finalize the draft framework of engagement with non-State actors on the basis of progress made during the Sixty-eighth World Health Assembly. The meeting was held from 8 to 10 July 2015 at WHO headquarters, in Geneva. The documentation of the meeting includes:

A68/53: Report of the Programme, Budget and Administration Committee of the Executive Board to the Sixty-Eight World Health Assembly

In its report, the Programme, Budget and Administration Committee of the Executive Board recommended to the 68th World Health Assembly to consider that agenda item 11.2 be opened at the earliest in Committee A in order to establish a drafting group that could start working on the proposal submitted by Argentina, as Chairman of the informal consultations among the Member States. A68/5 Framework of engagement with non-State actors

The Open-ended Intergovernmental Meeting on the draft framework of engagement with non-State actors, convened as decided by the Executive Board (Decision EB136(3)), reviewed the draft framework, taking into account the proposals submitted by Member States for amendments of, additions to or deletions from the text of the draft framework of engagement with non-State actors and the four specific policies as contained in the annex to document EB136/5 . The outcome of the Open-ended Intergovernmental Meeting was a revised version of the draft framework of engagement with non-State actors, which reflects the discussions at the meeting. The Director-General reported to the 68th World Health Assembly on these outcomes.


Open-Ended Intergovernmental Meeting on the draft Framework of engagement with non-State actors (30 March to 1 April 2015)

At its 136th session, the Executive Board noted that important progress has been made in the elaboration of the Framework of engagement with non-State actors, but that further improvements are needed especially but not limited to the issues listed in the annex to the decision of the Executive Board (EB136(3)), with a view to its adoption by consensus at the Sixty-eighth World Health Assembly.


In accordance with operative paragraph 2 of this decision, the Director-General has been requested to convene an Open-ended Intergovernmental Meeting from 30 March to 1 April 2015 with a view to discussing the textual proposals submitted by Member States. The submission of Bolivia (Plurinational State of) had been sent in time but did not reach the Secretariat, probably for a technical reason. It is provided below and should be read in conjunction with the other submissions summarized in the above compilation.

As agreed during the open-ended intergovernmental meeting on the draft framework of engagement with non-state actors (30 March - 1 April 2015), a non-paper has been prepared by the Secretariat based on document EB/FENSA/OEIGM/4, with mistakes corrected and the comments from Plurinational State of Bolivia added at the appropriate places.

Framework of engagement with non-State actors (EB136/5)

In May 2014, the Health Assembly adopted decision WHA67(14) on the framework of engagement with non-State actors. In the decision, among other things, the Director-General was requested to prepare a comprehensive report of the comments made by Member States during the Sixty-seventh World Health Assembly and the follow-up comments and questions raised, including clarification and response thereon from the Secretariat, by the end of July 2014; and to submit a paper to the Executive Board at its 136th session in January 2015, ensuring that Member States receive it by mid-December 2014, in order to allow them sufficient time to study the content and to be better prepared for discussion and deliberation.

The report by the Secretariat contained in the document EB136/5 sets out (i) the main issues raised by Member States and (ii) the Secretariat’s proposals for addressing these issues. Framework of engagement with non-State actors: Information on regional committee debates (EB136/INF./2)

In accordance with the decision WHA67(14), the Director-General prepared a comprehensive report of the comments made by Member States during the Sixty-seventh World Health Assembly and the follow-up comments and questions raised, including clarification and response thereon from the Secretariat, and submitted it for the consideration of the six regional committees. The report below summarizes the feedback received from the regional committees.


Consultations on the Framework of engagement with non-State actors in WHO Regions (September to November 2014)

In response to decision WHA67(14), a report was submitted to the regional committees. It summarizes the issues raised by Member States during and after the Sixty-seventh World Health Assembly, together with requests made to the Secretariat for action or for the provision of clarifications.

Information on engagement with non-State actors from WHO regions

The Sixty-seventh World Health Assembly had welcomed the progress made on the draft Framework of engagement with non-State actors, but recognized that further consultations and discussions were needed. The Health Assembly has therefore invited Member States to submit specific follow-up comments and questions and decided that the regional committees in 2014 should discuss this matter.

Draft Framework on engagement with non-State actors A67/6

As part of WHO reform, the governing bodies have requested the Director-General to develop a framework of engagement with non-State actors and separate policies on the engagement with different groups of non-State actors. Based on the inputs received in governing body debates and consultations, the Secretariat has submitted as annexed to the report , contained in the document A67/6, a draft framework for engagement with non-State actors, which includes an overarching framework for engagement with non-State actors, and four separate WHO policies and operational procedures on engagement with nongovernmental organizations, private sector entities, philanthropic foundations and academic institutions.
