WHO GSC 5th Governance Meeting

WHO Global Service Centre (GSC) has successfully convened the 5th Governance Meeting on 21st and 22nd February 2018. Attended by the WHO Deputy Director General (DDG) Ms. Jane Ellison and Assistant Director General (ADG) Mr. Stewart Simonson, and other senior members of the GSC Advisory Group from across the entire WHO reviewed the results of GSC’s activities; evaluated GSC’s performance and services; discussed GSC’s funding and staffing situation; as well as providing strategic direction and guidance for the future.

DDG and ADG took the opportunity to meet with GSC’s staff for the first time and spoke highly about their visit during the following Town Hall meeting with all staff. Ms. Jane Ellison commented: “I appreciate what I have learned from this field trip very much. I got to see an extremely tidy work place. I was impressed by the GSC culture of ‘Seeking continuous improvement’. The colleagues at GSC have this never resting attitude and they are constantly thinking of how to make it quicker, better and more efficient. I will bring this impression to Director General.”

Mr. Stewart Simonson added: “I appreciate the environment in WHO GSC. WHO's history is well demonstrated on the walls, but in an artistic modern way. These histo-ries could not have been made without you. Nothing is more important than an im-pressive, motivated, and positive workforce. We want to expand your model to the offices around the world.”

ADG Mr. Stewart was also invited to a Chinese New Year themed celebration at the end of his trip. He joined GSC staff in tossing Yee Sang (a Malaysian Chinese tradi-tion) and awarded the winners of various Chinese culture events such as calligraphy and lantern decoration competitions.

WHO Global Service Centre awarded as a Multimedia Super Corridor Affiliate Status, 8-DEC-2016

The WHO Global Service Centre has been awarded with MSC Affiliate Status, formerly the Multimedia Super Corridor Affiliate Status, by the Government of Malaysia through the Malaysia Digital Economy Corporation (MDEC). This status is for Information and Communications Technology (ICT) and ICT-facilitated businesses and organizations, such as Shared Service Centres. The status is initiated to enhance their products and services; it is also a mark of world-class service and achievement, and the passport and gateway to a host of privileges granted by the Government of Malaysia to the business entities.

Following UNDP GSSC’s initiative, WHO embarked on two years of hard work that has yielded this award and WHO GSC is the first UN organization to have received this status. By gaining this status, WHO GSC will benefit from the access to the MSC network, seminars, training, talent network and initiatives.

Dr Hans Troedsson, Assistant Director General of WHO General Management; Tan Sri Sidek Hassan, Chairman of MDEC; Mr Francisco Cardenas, Director of WHO Global Service Centre in Malaysia; Mr Hew Wee Choong, VP of Global Business Services of MDEC; and all staff from WHO GSC attended the signing ceremony. The chairman of MDEC took a tour of the office and met with the WHO GSC staff.

WHO is very proud of being awarded with MSC Status and we look forward to engaging with MDEC and other MSC Status companies.

World No Tobacco Day (WNTB), 31-MAY-2016

Walk for Health - The staff of GSC did a walk/run at the Cyberjaya Lake for WNTD. The theme for this year's campaign is "Get Ready For Plain Packaging"

Budget and Finance Officers (BFO) Meeting, 30-MAY - 02-JUN-2016

Each year the BFO meeting is held which comprises of the key focal points in the Regional Office for all financial matters. The GSC has hosted the BFO meetings 3 times in the last few years including 2008, 2014 and now 2016 in which the GSC representatives, Department of Finance (FNM) representatives and BFOs would meet. The FNM is headed by Mr Nicholas Jeffreys, Comptroller and Finance Director and the GSC is represented by Noni Mafabune, Coordinator, Global Financial Services.

Some of the agenda items for this year’s BFO Meeting include GSMT, Policies, Report Harmonization, Internal Framework, Expenditures, SHI Governance and Financing, Cash Management, Donor Reporting, CIPFA and End of Biennium Closures. In parallel to the BFO meeting, the 22nd meeting of the Programme Management Network is also being held in GSC this year. It is customary for the BFO & PNM networks to end the meetings with a joint session to discuss synergies and common financial policies.

WHO GSC and UNDP GSSC Meeting with CIPFA, 18-MAY-2016

The current Chair of Chartered Institute of Public Finance & Accountancy (CIPFA) Mr Ian Carruthers, but more importantly who is also Chair of The International Public Sector Accounting Standards Board (IPSASB) together with CIPFA Head of Global Market Development Mr Brian Donnellan and CIPFA Chief Executive Mr Rob Whiteman, met with our finance colleagues of GSC and UNDP representatives on 18-MAY.

IPSASB is the body that determines International Public Sector Accounting Standards for all the Professional Accounting Associations such as CIPFA. The delegates spoke about how CIPFA helps people develop new skills and provided guidance and advice and setting standards to deliver best practice in public services. It was indeed an honour and privilege for our staff to meet the delegates and especially the Chair himself Mr Ian Carruthers. WHO like other UN agencies, has adopted The International Public Sector Accounting Standards (IPSAS) since 2012.

International Civil Servant Commission (ICSC) Workshop in GSC, 16-27-MAY-2016

The International Civil Servant Commission (ICSC) workshop was held in GSC from 16 - 27-MAY-2016 in GSC. This meeting is held to discuss the implementation of the Revised Compensation Package for staff in the Professional and Higher Categories, as set out by the ICSC review. The workshop will focus on detailed business requirements and analysis in making the transition from the current module in the GSM to the desired future package as set out by the ICSC Review.

What does this mean for GSC? GSC primarily uses the Global Management System (GSM) to process transactions in the areas of Human Resources and Payroll, Payments, Supplier Management, Procurement, Travel. These changes would impact our Global Management System (GSM) which is essentially WHO's Enterprise Resource Planning System, or ERP. Understanding the current system and envisioning the layout of the change is important in ensuring a smooth transition. The changes in the system are to take effect as of 2017.

Visit of the Ministry of Health to the WHO GSC

The Minister of Health Datuk Seri Dr S. Subramaniam accompanied by his entourage, visited the Global Service Centre on 23-FEB-2016. The Minister took a tour of the office and met with the staff. A meeting with the Assistant Director-General Dr Troedsson, Director GSC Mr Francisco Cardenas and the WHO Representative Dr Graham Harrison was held followed by a press conference.

3rd GSC Governance Meeting

The 3rd GSC Governance Meeting was held consecutively for three days (23 - 25-FEB), chaired by the Assistant Director-General. This meeting builds on the momentum of the inaugural GSC Governance meeting held in Kuala Lumpur in December 2014 and the 2nd Governance Meeting held in August 2015. Over the course of 3 days, we had the opportunity to examine the development of GSC in delivering results and continue to provide guidance on setting the strategic direction, service delivery, funding, staffing, performance evaluation and executive oversight of the GSC.

ACCA Award Ceremony

The WHO Global Service Centre is now accredited as an ACCA (Association of Chartered Certified Accountants) Approved Employer – Trainee Development Platinum level. The ACCA Award ceremony was held on 24-FEB-2016. Obtaining the ACCA Approved Employer status provides formal recognition that the organization is committed to providing learning and development opportunities to its finance staff; provides an accessible global standard which enables organizations to compare their learning and development support against a global benchmark; provides several ACCA-related benefits to ACCA trainees (e.g. credits for mentoring on the job), and this can significantly help the organization attract and retain qualified staff members.

Client orientation training

From 11 August to 18 September, 8 groups of GSC staff have undergone 2 days of Client Orientation Training organized by IDC Training House Sdn Bhd. Many staff have expressed their satisfaction for being able to enjoy such training in GSC where many interesting group activities were prepared.

The training was aimed to improve the quality of service to external customers of GSC staff and also to fellow colleagues. By learning what positive customer service is all about, staff also get to enhance their personal skill in teamwork and communication
