Policy Research Evidence for Effective Working of Nigerian Health Systems

The project seeks to facilitate the use of evidenced-based research and other information in health policy-making, with the overarching goals of strengthening health systems and their health care delivery structures. While the project seeks to stimulate the research community to work closely with policy-makers so that health priorities are set following a thorough consultative process, its core goal is to enhance institutional capacity among senior- and mid-level health systems managers within Nigeria’s Federal and State Ministries of Health. Lagos State will serve as a pilot location to explore the use of evidence in influencing policy-making.

Specific objectives call for the creation of a platform to promote interaction between the research/scientific communities and policy-makers. To achieve these objectives, the following strategies will be implemented:

  • Training workshops will be held for senior- and mid-level policy-makers in the Lagos State Ministry of Health. Specialized training modules will be developed for this purpose.
  • Policy retreats will be convened. At these retreats, researchers, health managers and policy-makers will interact and explore i) the opportunity to present the findings of completed research and share best practice; ii) priority areas for health research, iii) establishing research data banks and knowledge management units within Federal and State Ministries of Health.

Evaluation of the project will consist of pre- and post-training assessments, short- and medium-term evaluation of the work of the research unit at the State Ministries of Health, and a medium-term follow up with selected participating institutions from the retreat.
