Second generation surveillance refers to the strengthened systems being put in place in an increasing number of settings to monitor the biological and behavioural indicators of the epidemic. The activities involved in collecting the necessary data raise several questions relating to protecting human subjects and hence underscore the need for attention to ethical issues.
