Third session of the Conference of the Parties to the WHO Framework Convention on Tobacco Control
The third session of the Conference of the Parties (COP3) was held from 17-22 November 2008 in Durban, South Africa. More than 600 delegates from 130 Parties and Observers participated.
The agenda of the third session was composed in three main blocks:
- Convention instruments,
- Implementation and reporting,
- Institutional and budgetary matters.
1. Decisions concerning convention instruments The Conference: (a) further promoted the negotiations for the first Protocol to the Convention; (b) adopted three guidelines on implementation of different Articles of the Convention; (c) requested continuation of work on elaboration of two other draft guidelines by existing working groups; (d) established two new working groups to develop guidelines and recommendations for consideration at the next session of the Conference of the Parties (COP4) and (e) initiated the process for reports towards other possible instruments.
2. Decisions concerning implementation and reporting The Conference: (a) promoted reporting arrangements under the Convention; (b) reviewed the global implementation progress and
(c) reviewed assistance to Parties in implementing the Convention.
3. Decisions concerning institutional and budgetary matters The Conference: (a) reviewed the implementation of the current and previous workplans, (b) adopted the next budget and workplan,
(c) accredited new Observers, (d) adopted a logo, (e) elected its officers and (f) made arrangements for the next session of the Conference.
