Meeting of the working group on Article 6
The working group established by the Conference of the Parties (COP) on implementation of Article 6 (Price and tax measures to reduce the demand for tobacco) of the WHO FCTC met from 6 to 8 December 2011 in Geneva at WHO Headquarters.
The meeting was attended by health and fiscal experts from 38 Parties to the Convention, as well as by observers from 2 states non-Parties and 12 intergovernmental and nongovernmental organizations with specific expertise in this area. The meeting was chaired by Mr Rolf Diemer (European Union).
Over the three days of the meeting, participants discussed the draft annotated outline of the possible future guidelines which was prepared by the Key Facilitators (EU, Russian Federation, Thailand and Turkey), shared country experiences, and heard from invited experts in the field. A drafting team composed of the Key Facilitators and other members of the working group will meet in early 2012 to prepare the next draft of the future guidelines which will be shared with the working group and other Parties for feedback and later submitted for consideration of the COP at its fifth session in November 2012.
