Working groups established by the Conference of the Parties
The Conference of the Parties (COP) established working groups to elaborate guidelines and recommendations for the implementation of different articles of the WHO FCTC. Working groups on Articles 5.3, 8, 11, 12, 13 and 14 have completed their work, the guidelines on these articles having been adopted by the COP.
The working groups currently mandated by the COP are as follows:
- Working group on Articles 9 & 10 (Regulation of the contents of tobacco products and Regulation of tobacco product disclosures); partial guidelines submitted at COP4 were adopted and the working group was requested to continue to elaborate guidelines in a step-by-step process, and to submit draft guidelines on addictiveness and toxicity to future sessions of the COP for consideration.
- Working group on economically sustainable alternatives to tobacco growing (in relation to Articles 17 & 18) The working group presented its progress report at COP4 and was requested to continue its work in order to elaborate appropriate policy options and recommendations.
- Working group on Article 6 (Price and tax measures to reduce the demand for tobacco). The working group was established at COP4.
