Katutura State Hospital in Namibia began providing antiretroviral therapy (ART) in 2003 at the dawn of a global effort to put three million people on the treatment by 2005, known as the 3 by 5 initiative. Although the ART target was not reached until 2007, the overall initiative galvanized the expansion of treatment in low-and middle-income countries.
