Gaza
Even before the three-week crisis that began in December 2008, Gaza’s health system was ready for action. The health ministry had in place an integrated plan for all health facilities. In the first two hours, more than 600 doctors, nurses, paramedics, operating room technicians and administrative staff were gathered to help cope with the initial shock. The authorities had well-trained staff, good working relations with other health providers and the ability to expand medical care space.
