        <title>Strengthening Community Response to Pandemics: A Settings Approach</title>
        <description>The impact of a global influenza pandemic can be mitigated by aware, responsive and prepared communities that act in coordination with and have the trust of their partners and networks. Communities that work in concordance with their constituent stakeholders and develop action plans that are well-informed and take a comprehensive and enabling approach are likely to respond effectively to threats such as an influenza pandemic. Such communities are also able to react effectively to subsequent crises and efficiently return to normal functioning. Such an ability in a community is called resilience. Community resilience is thus a protective, adaptive quality that helps protect the community against disease and prevent its spread.</description>
