Globally, the proportion of suspected cases attending public health facilities that received a diagnostic test increased from 68% in 2005 to 77% in 2011. However, this proportion is still far from the 100% recommended by WHO to achieve universal diagnostic testing.
Furthermore, this proportion may be an overestimation of the true testing rate in the public sector, since countries with higher testing rates have a greater propensity to report.
