The WHO Framework Convention on Tobacco Control (WHO FCTC) requires Parties to implement effective cessation services for tobacco dependence.
As at December 2010, only 19 WHO Member States offered national toll-free quit lines as well as cessation advice in primary health care and pharmacological therapy, both at least partially cost-covered.
