The WHO Framework Convention on Tobacco Control (WHO FCTC) requires Parties to adopt effective measures that clearly communicate the harmful effects of tobacco use, and not allow misleading information on tobacco product packaging.
As at December 2010, only 19 Member States had implemented strong graphic health warnings where at least 50% of the front and back of cigarette packs included rotating pictures or pictograms. In addition, specific health warnings were required in large, clear, visible and legible font, written in all principal languages of the country on unit packets and any outside packaging.
