The WHO Framework Convention on Tobacco Control (WHO FCTC) requires Parties to legislate to provide protection from exposure to tobacco smoke in public places.
Completely smoke-free environments protect smokers and non-smokers, reduce tobacco use in current smokers and also help those who want to quit.
As at December 2010, only 31 WHO Member States offered the highest level of protection from second-hand smoke by making all public places completely smoke-free (or having at least 90% of the population covered by complete subnational smoke-free legislation).
