Tropical Depression "Winnie" triggered massive floods in northern and central Philippines. As of 6 December, reports indicate that more than 637 persons are dead, 255 are injured, and 630 are missing. The crisis is affecting upwards of 650,000 people.

The National Disaster Coordination Council (NDCC) is charged with heading the response, in conjunction with the Defense Department. The NDCC is supported by the UN in-country team and a United Nations Disaster Assessment and Coordination (UNDAC) team. Teams from the Department of Health Regional Centres for Health Development have been dispatched to the severely affected communities.
