Uganda
The 19-year-old civil war in Northern Uganda has resulted in the displacement of at least 1.5 million people, of whom more than one million are in Gulu, Pader and Kitgum districts alone.
Living and hygiene conditions in the internally displaced people (IDPs) camps are poor, and the risk of communicable disease outbreaks remains high. Daily movement of people towards safer urban areas (“night commuters”), movement of IDPs at food distribution points and heavy cross-border traffic with Sudan constitute additional risks for the spread of disease to neighbouring communities. In 2005, outbreaks of meningitis and cholera were controlled by the MoH with the support of the international community.
