Global Health Cluster meeting of partners, Geneva, 14 - 15 December 2011
The Biannual Global Health Cluster Meeting was hosted by WHO on the 13th – 14th December 2011 in Geneva. As the previous Strategic Framework and Work-plan (2009-2011) was coming to an end, December’s meeting was an opportunity to tackle different challenges affecting the work of the Health Cluster at country and global level, and build on the identified challenges to draft the strategy and the work-plan for 2012-2013.
Also, in light of the new WHO agenda of reform (e.g. increase country effectiveness, subsidiarity, comparative advantages); as well as the UN humanitarian reform agenda (improve leadership, speed, accountability, preparedness); and the financial vulnerability at this time of crisis, WHO has proceeded with the restructuration of the humanitarian wing of its work. This reform has resulted in the inception of the Emergency Risk Management and Response department ERM that replaced the former Health Action in Crisis Cluster. The Assistant Director General, Dr Bruce Aylward attended part of the meeting and introduced the New Emergency Risk Management and Humanitarian Response Framework, and provided an insight on the transition from HAC Cluster to the new ERM Department and its consequences on the work of the GHC.
As listed above the meeting was an opportunity to finalize the strategic framework and the work-plan for 2012-2013, with the focus on the following chapters:

- Information Management systems
