Intermediate goal assessment 

 

Aims and scope of work

The assessment of intermediate goals focuses on health system functions, and aims at linking health system performance assessment more directly to management and decision-making practices and national and sub-national levels. Specific areas of work include the assessment of resource generation and health service provision functions.

The assessment of resource generation looks at the patterns of investments in human resources and physical capital, and describes the productive assets for health systems.

The assessment of service provision looks at the design of health service delivery and incentive structures, provider performance and effective coverage of populations with critical health interventions.

 

Programme on work coverage

The measurement of effective coverage will be carried out through WHO's World Health Survey. The survey module on coverage is being developed and will be tested in several countries between late 2001 and early 2002. The full-scale assessment of coverage will be initiated in 2002, and is expected to produce useful data on the extent to which health systems meet the health care needs of the population.
