Health financing policy

Latvia

Latvia presents a unique health system within the Baltic states as well as in Europe. Unlike other national insurance systems where the main funding is from payroll tax and other contributions, the national insurance in Latvia is funded from general government taxation and it covers the whole population. However, services covered under this insurance are subject to cost-sharing.

The brief below examines financial risk protection and health services utilization in the context of these factors.
