Over the past year, intense debates on health financing reform, focusing on the establishment of an Indonesian National Health Insurance Scheme, have taken place in Indonesia. On the 19th of October, 2004, the president at the time, Mrs Megawati, signed the National Social Security Act (NSSA), which stipulates that all residents contribute to the proposed health insurance scheme, with government paying the contributions for those who are unable to pay. The WHO has been supporting a core team of national experts in drafting the first details for the implementation of social health insurance.
