This document addresses the development and timeline of adequate social security laws in varying national contexts in an effort to develop solid sustainable, implementable strategies in African countries.

While other countries take decades to develop and establish such laws (both Japan and the United Kingdom took nearly 40 years to implement these policies, respectively), the question is posited whether African countries can take shorter routes to universal health coverage, rather than going through a lengthy transition period by using a 'leapfrogging' approach to universal health care implementation.
