Summary

Many people are asking, “What is the right amount for a country to spend on health?” It is hard to say how much a country should spend on maintaining and improving its health system without knowing the challenges it faces. This paper identifies different approaches to answering this question, which ranges from rough comparisons with other countries to a full budgeting framework.
