Administrative costs of health insurance schemes: exploring the reasons for their variability

This paper aims to provide an overview of administrative costs of health insurance, including both social security schemes (SSS) and private health insurance (PHI). Social security schemes to cover health care related expenses are mandated by law; they are defined as covering the whole or a large part of the population and generally they are based on mandatory contributions by employees and/or employers.
The purpose of this paper is to gain a better understanding of what administrative costs are, what they include, and the level of administrative expenditure across countries.
