Health systems financing review
OASIS Excel Aid
When undertaking a comprehensive health financing system review with the OASIS approach, it is proposed to proceed through the following three components.
Component 1: Health financing system overview and health financing performance assessment
Component 2: Detailed institutional-organizational analysis
Component 3: Options and changes for health financing improvements
Each Component contains several modules on specific health financing subjects that contain the key questions to guide the analysis and the search for options and changes for health financing improvements. The OASIS components and modules are provided in excel format.
The OASIS User Manual outlines the analytical approach with its underlying logic and explains the component structures and methodology and proceedings. It also provides practical suggestions to carry out the in-country work for a detailed health financing system review.
Upon request, the OASIS Excel Aid and the User Manual is made available to interested health financing experts and organizations who wish to undertake a health financing system review.
OASIS methodology and data required
- Qualitative data on health financing actors and organizations, their institutional design and organizational practice in health financing through interviews and discussions with key health financing stakeholders;
- Contents analysis of policies, legal provisions and regulations relating to health financing;
- Secondary analysis of quantitative data (inter alia, national health accounts statistics; household expenditure survey results; government budgets, in particular ministry of health budgets; HMIS data, health service utilization data; health insurance statistics).
