Training and capacity development

The health financing policy team at WHO offers training courses, seminars or workshops on all aspects of health financing policy, as well as the SimIns health insurance projection tool and community-based health insurance management. We adapt the courses to the audience both in terms of contents and length.



Target audience

Health financing policy trainings are suited particularly well to...

  • officials from national ministries, from high level decision-makers to policy implementers;
  • staff of health financing institutions such as health insurances or health funds;
  • scholars of health financing policy;
  • WHO colleagues or staff of bi- or multilateral organizations.



Contents

The courses cover both the theory and concepts underpinning health financing as well as practical design and implementation issues, plus real-life policy experiences. We adopt the training contents to reflect the circumstances and issues that are relevant to the audience. There are three main categories of capacity development that we offer:

  • Health financing policy seminars
  • SimIns training
  • Community-based health insurance management workshops

The core conceptual training modules together make up the health financing policy seminars. Furthermore, courses in the SimIns health insurance projection tool or the community-based health insurance management workshops can either be offered as smaller sub-sections of health financing policy seminars or as comprehensive stand-alone courses.



Duration

We can provide up to 1 week of comprehensive training that covers all aspects of health financing policy issues and tools. We also frequently take individual modules or mix and match some of them for shorter sessions: anything from half a day to 3 days. In many cases, we contribute parts of our capacity development portfolio to larger seminars or consultative meetings.



Modus operandi

We operate these trainings on-demand by countries, organizations, universities or other institutions. Usually, national or regional WHO offices or other organizations partner with us to provide courses jointly. Together with our local WHO colleagues, we also combine country relevant training with specific in-country technical work, so that health policy advice is backed up with improving local know-how.
