Service Availability Mapping (SAM)
The facility SAM required a visit to a health facility and an interview of the health workers using a brief questionnaire. This questionnaire could be administered during a regular supervisory visit. Data were collected on availability of the health equipment, staffing, drugs and commodities, and the services offered. A six-monthly cycle of data collection was recommended.
The district SAM was based on an interview of the district health management teams and collected information on health infrastructure, human resources, and services available in the district.
Global Fund facility census
The Global Fund Five-Year Evaluation included a facility census in selected districts in six countries. The instrument was expanded to include specific elements of HIV, tuberculosis, and malaria services and included a set of tracer drugs and improvements based on field experience with the SAM questionnaire.
