Major priorities, goals and objectives for next 5 years

The aims of the Health Sector Plan 2008–2015 are to strengthen health service delivery, improve access to health services for the poor, improve attitudes of health providers, improve the quality of services, ensure a regular and adequate flow of funds to facilities, strengthen staff skills and capacities, improve the drug supply and strengthen health information. The HSP 2008–2015 will address the key sector health problems and priorities. These include high infant and child mortality; high rate of under nutrition among children and women; high maternal mortality; high fatality case due to infectious disease; high total fertility rate; population growth; harmful practices among providers and consumers – unhealthy lifestyle, poor health seeking behavior; emerging non-communicable or chronic diseases; other public health concerns, and pandemic (SARS, Bird flu).

Role of HMN in Health System Strengthening in Cambodia

HMN can play an important role in assisting the MoH to:

  • Implement the HIS strategic plan by providing technical and financial assistance and increasing recognition and support for HIS among decision-makers and the community.
  • Strengthen working relationships with all stakeholders and encouraging sharing of data, resources and use of HIS outputs.
  • Identify research priorities and funding for health system research of public health significance and encouraging the use of research results for health policy formulation.
  • Adopt international standards on monitoring and evaluation and data management. This will allow Cambodia to contribute to global pictures and indicators and add to an increased use of official statistics and more informed society.
