What is IHP+

Launched on 5 September 2007 in London, the International Health Partnership (IHP) is a coalition of international health agencies, governments and donors committed to improving health and development outcomes in developing countries and getting back on track to reach the health-related Millennium Development Goals.

Global and country level compacts will set out a process of mutual responsibility and accountability for the development and implementation of national health plans. Development partners will better coordinate external support to help develop and implement comprehensive national health plans, provide aid in ways that strengthen health systems and, where possible, provide more long term, flexible support through national systems. Partner countries will invest further in their own health systems, address policy constraints to progress, strengthen planning and accountability mechanisms to make them more inclusive and transparent, and better link external support to improvements in health outcomes. Civil society and other stakeholders will play an important role in the design, implementation and review of the IHP at global and country levels and in holding all parties to account. The performance of all parties will be subject to a joint high level review at country and global levels.

The proposed model will be further developed and tested by a first wave of countries supported by international partners - Burundi, Cambodia, Ethiopia, Kenya, Mali, Mozambique, Nepal and Zambia.

How it will be implemented

The process will be country-led and outcome driven, and will build on existing structures and mechanisms in countries. A high level work-plan for this and related initiatives, entitled 'Scaling Up for Better Health', has been prepared by WHO and the World Bank, in consultation with the partner international health agencies (UN Population Fund, UNAIDS, Global Fund to Fight AIDS, Tuberculosis and Malaria, GAVI Alliance, and Gates Foundation). The work-plan consists of four elements:

  • Enabling countries to identify, plan and address health systems constraints to improve health outcomes in a sustainable and effective manner
  • Generating and disseminating knowledge, guidance and tools in specific areas
  • Enhancing coordination and efficiency
  • Accountability and monitoring performance
