Global International Waters Assessment. GIWA is a water programme led by the United Nations Environment Programme (UNEP) with funding from the Global Environment Facility (GEF), the Swedish International Development Cooperation Agency (Sida), the Finnish Department for International Development Cooperation (FINNIDA) and the United States National Oceanic and Atmospheric Administration (NOAA). Its objective is to produce a comprehensive and integrated global assessment of international waters. Its headquarters are in Kalmar, Sweden.
