Development of tool for human rights and gender analysis of health sector strategic plans
WHO and the Swedish International Development Cooperation Agency (Sida) are collaborating on the development of a tool aimed at analysing the extent to which the design and implementation of national health sector strategic plans are consistent with, and promote, human rights norms and principles, and gender equality. The health system's building blocks, as identified in the WHO framework for health systems "Everybody' Business", serve to focus the analysis which will potentially reveal gaps in relation to the promotion and protection of human rights as well as gender mainstreaming. The tool is targeted for use by health policy makers, development partners, civil society organisations and other relevant stakeholders.
