This is a rapid prospective HIA of a public-private partnership aiming to refurbish primary care premises for general practitioners, chemists, opticians, dentists, etc. The study is based on the qualified opinion of 25 key informants from the Social Inclusion Partnership in Plymouth and is supported by a review of evidence of inequalities in health from the published literature.
In the course of several workshops, 8 major impact categories were investigated: locale (including catchment area), transport, workforce, service provision, holistic health, social capital, sustainability and secondary care. The key informants were thus able to identify a further 28 derived impacts. The relationship between the two levels of impacts is portrayed by the authors in an Ishikawa diagram and a Spread of Impacts diagram.
The work leads to the definition of 16 policy questions: two for each of the major impact categories. A further 5 key health impact assessment questions for potential bidders are suggested in Appendix 5.
