In 1994, SEIC signed a production sharing agreement with the Russian government to develop oil and gas fields in Sakhalin, in the Russian Far East. The expected impacts on health from the project principally related to the influx of people, including construction workers, during the construction phase. The temporary increase in the population was deemed likely to increase demand on an already stretched healthcare system.
