These guidelines will be of use to those working in central or local government, the health sector, the voluntary sector and other bodies whose work influences (or is influenced by) public policy. The guidelines address commissioning issues and procedures, and outline methods for undertaking HIA. Several conceptual and methodological issues are also addressed, such as: whether health impact assessment is a science; prospective versus retrospective HIA; comprehensive versus rapid appraisal; values, equity and participation; as well as implications for staffing and training.
