Summary
The use of HIA within a strategic environmental assessment (SEA) is relatively new. This article describes the background and logic of moves towards such an integrated approach, with an emphasis on Europe and the European Union.
The authors find that the case for associating HIA with SEA is strong, and that it offers solutions to problems such as screening, theoretical framework, causal pathways and ready entry to the policy process. Coupling HIA with SEA may therefore be a step forward in a longer journey towards institutionalizing HIA as an independent policy-linked device.
