The separation of stages 3 and 4 has been done in this context to draw attention to an important task of an HIA: that recommendations must be made – a key reason for undertaking an HIA. Four stage models include this task, but not as an explicitly separated task (but as part of the appraisal stage).

Neither is ‘more correct’, they simply have different ways of grouping and different emphasis on certain tasks. Nearly all models include stages 1, 2 and 5 and they are generally labelled the same. Six stage approaches break the method down even further, but again, don’t actually do anything significantly different - they merely emphasise more key tasks.
