The goal of this document is to provide practical guidance on commodity management issues related to establishing, managing, and scaling up voluntary counselling and testing (VCT) programs at both national and program levels. This guide is intended to assist a range of audiences - including national program planners and policy makers, donors currently supporting or planning to support VCT service delivery, and VCT service implementers - to systematize their approaches to strengthening VCT services.
