This tool is to be used as a starting point for the collation, analysis and synthesis of data and evidence on human resources for health (HRH), as well as for monitoring the strengths and limitations of the underlying information systems. It has been developed as part of a series of efforts to enhance country capacities to generate, analyse and use data to assess health workforce performance and track progress towards their HRH-related goals. The spreadsheet may be used alone, or in conjunction with the Handbook on monitoring and evaluation of human resources for health and/or the Toolkit for monitoring health systems strengthening.

Toolkit for monitoring health systems strengthening
This toolkit has been developed through collaboration between WHO, the World Bank, country health information and systems experts and other organizations working in this field. It describes a set of indicators and related measurement strategies covering the core health system building blocks, including human resources.

Assessing financing, education, management and policy context for strategic planning of human resources for health

This tool is designed as an initial diagnostic instrument to be used in a process of developing a national strategic plan on human resources for health. It helps to provide a rapid initial assessment and a preliminary strategic plan as part of a longer-term and sustained process of human resources planning.

Software Tool for Policy Diagnosis and Dialogue (SoftPoDD)
This tool seeks to assist HRH workers and policy makers in a country think through, diagnose, and stimulate dialogue about their HRH challenges by responding to questions and reflecting on the policy implications of their answers.

Assessment of human resources for health: survey instruments and guide to administration

This survey instrument was developed by the World Health Organization for collecting quantitative and qualitative information for assessing the human resources for health situation in a country. It is intended to be used for data collection at the national and institutional levels, as well as from individual health care providers. Four questionnaires are included in the tool, focusing on the following areas: regulation of health occupations, training institutions, health care facilities and health care providers. The tool was field-tested in 2002-2004 in six countries: Chad, Côte d’Ivoire, Jamaica, Mozambique, Sri Lanka and Zimbabwe.
