The Dutch State Council, the highest administrative court in the Netherlands, has denied a permit for the production of the brominated flame retardant, bis(2,3-dibromopropyl) tetrabromobisphenol-A (BDBPT). The council classified the flame retardant as potentially hazardous, ruling that the burden is on the manufacturer to prove otherwise.
