Solicitation and receipt of offers
The invitations to bid and bidding documents are sent to the prospective selected suppliers. Any further clarifications or amendments to this package must be shared in writing with all invited bidders. A formal bid opening date is set with specified time and place; in the interim, any offers that are received must be kept sealed and held in a secure location until the public opening. At the official bid opening, all bids are read aloud; including tender price, shipping terms, delivery schedule, etc.; duly examined and recorded.
A bid is considered substantially responsive when is it presented in the requested manner and includes all required information and supporting documentation as detailed in the bid package. Any other bid that is not substantially responsive should be immediately rejected.
