Evaluation and adjudication of bids

Using a merit point system developed prior to the distribution of the bid package to potential bidders assists in quantitatively assessing how well each offer matches the specifications, preferences and requirements as defined in the invitation to bid. This method provides a framework to rate performance against objective and subjective criteria in a standardized and systematic manner.

Upon receipt of all bids, a bid summary sheet should be used to assess only substantially responsive bids on their financial, technical, contract and commercial merits. An adjudication worksheet which lists all bidders can be used to comparatively evaluate the results of all substantially responsive bids. These worksheets and all documentation provided by the bidders should be made available to the decision making body.
