Selection and award process

A multi-disciplinary team of experts from the national immunization program, procurement division, and NRA form the Tender Review Committee (TRC). The TRC may also include additional technical experts, such as from the Ministry of Health or Ministry of Finance. The Tender Review Committee selects the winning bid, based on the assessment of the offers against the stated evaluation criteria in the areas of financial, technical, contract and commercial merit. The TRC may be a recommending body and make a recommendation to the ultimate decision maker or it may have the delegation to make this decision. Any recommendation or decision made by the TRC should be able to be justified solely on the documentation provided to it.

The successful bidder is notified in writing, either through a conditional bid acceptance letter (if minor deviations still need to be negotiated and secured) or through an unconditional bid acceptance letter (if no outstanding issues need to be resolved). Once any outstanding issues have been resolved, the official bid award letter and final contract (including shipping instructions), can be issued to the successful bidder.

Upon receipt of the duly executed contract from the supplier (with performance security if relevant), the contract becomes effective per the contract date and any unsuccessful bidders should be officially notified.
