Regular performance evaluation

Performance evaluation includes both internal and external evaluation. It involves evaluation of systems and staff, internal stakeholders and external parties, contractors and suppliers. Review and follow up allows for improvements and creates the potential for efficiency gains.

Creating an internal review procedure should be part of the documentation as identified previously. The system should be regular, objective and thorough and include all stakeholders.

At a minimum the system should be reviewed at the completion of key events such as when contracts are signed to review the tendering processes, when deliveries have been made to review the contractual implementation and whenever an issue is identified at the completion of the resolution.

External review is possible through organizations such as WHO and World Bank and should be conducted if an issue needs further investigation or the team is trying to find ways to improve procedures.
