The V3P Project is an initiative launched in September 2011. The three year initiative is led by WHO and funded through a Bill and Melinda Gates Foundation Grant.

The V3P Project Goal

The goal of the V3P is is to improve the sustainable introduction and use of priority vaccines in GAVI graduating and Lower Middle Income Countries (LMIC) through improved access to and use of vaccine product, price, and procurement data and information for evidence based decision making.

Aim

Improve vaccine price transparency through the collection collation and publication of accurate reliable and neutral information on vaccine products, prices and procurement systems.

Why the V3P Project was developed?

Reports to the global health community in various fora over the past four years have concluded that most of the Lower Middle Income Countries (LMIC) are lagging behind High Income Countries (HIC) and donor funded Low Income Countries (LIC) in the sustainable introduction of new vaccines. GAVI Graduating countries (all of which fall into the category of Middle Income Countries (MIC)) run the risk being unable to sustain the gains achieved in the introduction of new and priority vaccines during their GAVI eligibility period. One area which has been identified as a key obstacle for both GAVI Graduating and LMIC is a lack of reliable, accurate and neutral vaccine product, price and procurement information and data. Such information and data are essential to making informed decisions regarding the forecasting, budgeting, and sustainable and optimized financing of new and priority vaccines.

There is currently no comprehensive information source on vaccine prices. Some prices are published by individual countries and by large pooled procurement groups such as the UNICEF Supply Division and the PAHO Revolving Fund. However to understand and compare prices which may be published by countries or procurement agents requires a level of knowledge of the procurement system used and the ability to identify that the products procured at the same for comparison.

  • Advocacy and Resource Mobilization;
  • Short and Long Term Planning and Budgeting;
  • Identifying opportunities for improvement to systems;
  • Benefiting from and contributing to global and regional initiatives.

Target Audience

Country decision makers and those providing advice and evidence for informed decisions on sustainable vaccine implementation in Middle Income and GAVI Graduating countries.
