| Consistent, cost-effective health services, including care, prevention and promotion, are required across peripheral health services where diagnostic capabilities and in-patient care are at a minimum. They must be available to all age groups. By identifying and perfecting the best clinical practice pathways, guidelines for diseases such as TB and other adult respiratory illnesses (Adult Lung Health Initiative) are being developed and evaluated for effectiveness.
At the same time WHO guidelines are being promoted for the Integrated Management of Pregnancy and Childbirth (IMPAC), for IMCI and for the syndromic management of STIs. These cost-effective "packages of care" prevent death and disability and ensure value for money at the periphery of health systems.
