Particularly for diseases that predominantly affect developing countries, the patent system may be insufficient as an incentive for the creation of new medicines and other products. The implication is that public funding by national governments and international agencies, and philanthropic institutions, should seek to address priority areas of research for which market-based incentives are inadequate.
