Public Sector Patenting and Licensing

An important aspect is whether the expanding use of the patent system by public sector and university research institutions in the United States, and elsewhere, not only constitutes an important incentive for innovation and the practical application of technologies, but also may have a disincentive effect by making it difficult to achieve "freedom to operate" in particular fields of research relevant to diseases disproportionately affecting developing countries.
