During the 1990s, Argentina went through major economic upheaval as well as a far-reaching health care reform. This included restructuring, decentralizing and liberalising its health financing mechanisms based on tax-funding and social health insurance. This paper explores that specific period of institutional changes in the health sector and its impact on health service utilization and catastrophic out-of-pocket payments.
